Process for developing NDC 

The updated NDC reflects an assessment of mitigation and adaptation measures the country, which was informed by in-depth analysis and an extensive stakeholder-driven consultation process. 

Description of Monitoring and/or Implementation Mechanism 

Rwanda has an MRV framework to aid in the implementation of this updated NDC, which is consistent with the transparency requirements of the Paris Agreement. This framework is said to enable monitoring of the counterfactual BAU baseline emissions, monitoring of actual emissions arising from implementing NDC mitigation measures, and facilitating the tracking of climate finance flows for NDC implementation.

  • Rwanda intends to influence effective mainstreaming of climate adaptation in sector priorities, clear adaptation metrics, including indicators and targets, to guide the collection of gender disaggregated data;
  • Gender mainstreaming is positioned as central to Rwanda’s sustainable development process;
  • Gender mainstreaming is stated as a priority at all levels of policy and implementation and the NDC will ensure gender disaggregated data is captured;
  • Vulnerability assessments of local communities based on important economic sectors are an important aspect of the implementation of the NDC.

Process for developing NDC 

Rwanda's NDC has been developed taking into consideration various national guiding documents, including Green Growth and Climate Resilience Strategy (2011), Vision 2020, Economic Development and Poverty Reduction Strategy 2 (2013 - 2018), Sustainable Energy for All (2015 - 2030), and others.

Description of Monitoring and/or Implementation Mechanism 

The Republic of Rwanda through the Ministry of Natural Resources hold the responsibility to monitor and evaluate the implementation of NDCs through regular statutory stakeholders' consultative engagement including the Environment and Natural Resources Joint Sector Review (JSR) meetings. This will ensure the effective updating and implementation of both mitigation and adaptation plans.
