Process for developing NDC 

This document was prepared by the Government of Sierra Leone through its Environmental Protection Agency, in collaboration with its Meteorological Agency. The updated NDC is the result of a “broad-based consultative process involving all key stakeholders across all sectors under the supervision of the Ministry of Environment.” As such, it is said to reflect stakeholder needs, and takes into account vulnerable groups such as poor rural women, children, and youth.

Description of Monitoring and/or Implementation Mechanism 

The updated NDC is reportedly consistent with Sierra Leone's National Climate Change Strategy and Action Plan. The document also details proposed mitigation and adaptation actions n to achieve the NDC’s conditional and unconditional commitments. Additionally, there is entire table dedicated to actions regarding capacity building and technology transfer. It is also stated that this NDC will “build upon strategies in the National Climate Communications Strategy.”

Summary of gender reference 

Gender is heavily referenced in the updated NDC, which characterizes gender as a cross-cutting concern in adaptation. The updated NDC is said to include gender-transformative strategies like priority actions for gender and social inclusion mainstreaming into sectoral strategies and plans. A section is dedicated to Gender and Social Inclusion issues, which acknowledges gender inequality within the country. The government has thus proposed and enacted strategies and policies such as the gender justice laws, which increase women’s access to land through inheritance and strengthens a woman’s autonomy in marriage and divorce. The country’s Medium-Term Development Plan is mentioned helping empower women as well.

Process for developing NDC 

Sierra Leone's planning process on mitigation and adaptation hinges on the National Climate Change Policy (NCCP) and National Climate Change Strategy and Action Plan (NCCS&AP) and the NAPA.

Description of Monitoring and/or Implementation Mechanism 

The NDC shall be reviewed every five years to inform the Medium Term Plan.

It will be necessary to develop and apply an integrated framework for measuring, monitoring, evaluating, verifying and reporting results of response (mitigation and adaptation) actions and the synergies between them. Effective implementation of the NDC is highly dependent on the internal "feedback" generated through monitoring, reporting and verification (MRV) processes.

Summary of gender reference 

Pillar eight (8) of Sierra Leone's five year development plan considers Gender and Women's Empowerment. Therefore, in addressing climate change issues, public entities are required to undertake public awareness and consultations, and ensure gender mainstreaming.
