Process for developing NDC 

Vanuatu’s NDC enhancement process was led by the Department of Climate Change (DoCC), guided by the Ministry of Climate Change Adaptation, Meteorology, Geo-Hazards, Energy, Environment and Disaster Management (MoCC). Representatives from all line ministries of the Government of Vanuatu were engaged in this process, as well as stakeholders from the private sector (including utility companies and energy sector vendors), development partners and NGOs. The consultation was conducted at the national level.

Description of Monitoring and/or Implementation Mechanism 

Vanuatu has developed its NDC implementation roadmap. Other policies and plans were also referred to when discussing information on sources of data used in quantifying reference points.

Summary of gender reference 

Gender is referenced frequently in the annex with more details on the NDC. In this, Vanuatu mentions that gender equality and inclusion of other vulnerable groups were crucial considerations in developing the document. For example, a gender expert was included in the DoCC team who reviewed the enhanced NDC in light of gender-responsive considerations. Measures in the enhanced NDC are also said to comply with requirements of gender sensitive design per national policies and the “Gender Analysis and National Determined Contributions” guidance, and are expected to provide vulnerable groups (including women) with opportunities to take on an active role in implementing the NDC. Moreover, gender is highlighted in context of the agricultural sector, where ensuring gender sensitive and socially inclusive approaches are included in many of the indicators.

Process for developing NDC 

Vanuatu’s NDC is well aligned with the Government’s Priority Action Agenda Policy Objective 4.5 which is most relevant to Climate Change and states, “to ensure the protection and conservation of Vanuatu’s natural resources and biodiversity, taking climate change issues in consideration.” The contribution is also based on the research undertaken for a number of national initiatives including the Vanuatu National Energy Roadmap (2013- 2020), the Scaling Up Renewable Energy in Low Income Countries (SREP) report, Rural electrification NAMA design document by UNDP MDG Carbon and Vanuatu’s Renewables Readiness Assessment (RRA) report undertaken by IRENA . In addition, relevant data and information has been used from the Government of Vanuatu and various private and civil society organizations. Extensive consultations with all relevant stakeholders were held during the preparation of Vanuatu’s NDC.

Description of Monitoring and/or Implementation Mechanism 

The monitoring and reporting on the adaptation activities of the NDC will be conducted at the Ministry level by the CCDRR PMU in close collaboration with the M&E unit of the Prime Minister’s Office, as is the current practice with projects being implemented under the oversight of the NAB. This will ensure that achievements in the implementation of the NDC priorities are appropriately captured and reported on in the Government's Annual Development Report prepared by the Prime Minister's Office.

Under ‘National Circumstances’ it states: Climate change may affect all areas of life for Ni-Vanuatu people and impact women, men and young people in different ways.
