Process for developing NDC 

This enhanced NDC was “informed by the Department of Environment and Climate Change’s modeling results of Canada’s climate measures outlined in the 2016 Pan-Canadian Framework on Clean Growth and Climate Change and in the 2020 A Healthy Environment and a Healthy Economy, the 2021 Government of Canada budget, as well as ongoing work with the United States on a continental approach to addressing methane emissions reductions in the oil and gas sectors and standards for light-duty and heavy-duty vehicles.” Canada’s indigenous peoples, civil society, provinces, and the general populace were also engaged during this process. Ultimately, this enhancement was approved by the Canadian Ministry, or Cabinet.

Description of Monitoring and/or Implementation Mechanism 

Various plans and policies are expected to help keep Canada on track to achieving its enhanced targets. For example, a Healthy Environment and a Healthy Economy, Canada’s strengthened climate plan (SCP) encompasses federal policies, programs and investments so as to accelerate emissions reductions and build a cleaner, more resilient and inclusive economy. In 2021, the Canadian Government also updated its Federal Sustainable Development Strategy (FSDS) to showcase how the Government is advancing the goals of the 2019-2022 FSDS.

Various provincial plans are likewise highlighted, such as CleanBC in Vancouver British Columbia, the 2030 Plan for a Green Economy (PGE) in Quebec, among many others.

Summary of gender reference 

Gender is mentioned throughout Canada’s updated NDC. This update was prepared with gender equality considerations among other cross-cutting priorities. The updated NDC notes that since 1995, the Canadian Government has been committed to using a gender-based analysis for the creation of national policies, programs and legislation.  Most recently, Canada’s latest climate plan (Healthy Environment and a Healthy Economy) was informed by a gender-based analysis plus (GBA +). GBA + “assesses how diverse groups of women, men and non-binary people may experience policies, programs and initiatives.”  

Canada’s 2018 Gender Budgeting Act requires the Minister of Finance “to publicize the gender and diversity impacts of budget measures, and for the President of the Treasury Board to  publicize the gender and diversity impacts of existing government expenditure programs.” GBA+ is cited as an example of how women and men will equally and disproportionately benefit from the Canadian budget’s investments. Gender is also mentioned in Canada’s Federal sustainable Development Strategy (FSDS), which supports actions to promote “gender equality and the role of women in climate action around the world.”
