Pays en développement d’Afrique orientale extrêmement vulnérable aux impacts du changement climatique

Processus pour developer la CDN

Le ministère de l’Environnement et des Forêts a mené le processus de révision de la CDN du Kenya, coordonné par la Direction du changement climatique. Ce processus impliquait « une évaluation détaillée et robuste des mesures relatives à l’atténuation et à l’adaptation, une analyse approfondie et un processus de consultation élargie des parties prenantes ». Les parties prenantes à ces consultations étaient issues des secteurs du gouvernement national et des comtés, de la société civile, du monde universitaire et du secteur privé. Avant la pandémie de COVID-19, des ateliers consultatifs d’expert·e·s étaient organisés en présentiel, pour impliquer les parties prenantes. Ces séances ont repris en format virtuel suite aux restrictions imposées dans le cadre de la COVID-19.

Description du suivi et/ou le mechanisme de la mise en œuvre

Les plans nationaux d’action sur le changement climatique (NCCAP) serviront à mettre en œuvre les actions d’atténuation et d’adaptation prioritaires, identifiées dans la CDN révisée.

Résumé de la référence à la dimension de genre

En définissant ses contributions, le Kenya reconnaît en quoi le genre affecte les vulnérabilités et contributions au changement climatique. De ce fait, le Kenya « s’engage à mettre ses priorités d’atténuation et d’adaptation en œuvre de manière sensible au genre ».

Le genre est envisagé dans un secteur à part, dans le programme d’adaptation du Kenya, aux côtés de la jeunesse et autres groupes vulnérables. Parmi les actions spécifiques pour ce secteur figurent la mise en place de « structure de filets de sécurité », un meilleur accès « aux fonds des entreprises, financements en lien avec le climat et lignes de crédit », la promotion « de technologies et innovations prenant en compte le genre » par le biais du secteur privé et l’élaboration d’une stratégie de transfert de ces technologies vers les groupes concernés.

Processus pour developer la CDN

L’élaboration des CDN du Kenya est le fruit d’un processus de consultation et de participation intersectoriel multipartite mis en place au cours de l’élaboration de la stratégie nationale d’adaptation au changement climatique et du plan d’action national sur le changement climatique aux niveaux national et local.

Description du suivi et/ou le mechanisme de la mise en œuvre

Les mesures d’atténuation et d’adaptation doivent être examinées tous les cinq ans. Les mesures d’adaptation sont décrites de manière plus détaillée dans le plan national d’adaptation.

Résumé de la référence à la dimension de genre

Concernant le « processus de planification », les CDN mettent l’accent sur le fait que les collectivités publiques sont tenues de procéder à des campagnes de sensibilisation et des consultations, et de veiller à intégrer une perspective de genre conformément à la Constitution et à la Loi sur le changement climatique (2014).
